Milton Parish Council

Minutes of the Parish Council Meeting duly convened and held in Milton Methodist Church Hall on 25th June 2008

 

Present: Cllrs S. Jennings (Chair), N. Adderley,R. Fyfe and R. Liquorish.

In attendance: L. Dalby (Clerk), County Cllrs I. Brown and C. Lamont, District Cllrs R. Waite, M. Turner and T. Fraser and one member of the public.

 

08/37 Public Participation

It was reported that the footpaths around Milton Hill are still in a poor state of repair. The Clerk has previously reported this matter and will do so again. Action – Clerk

 

It was also reported that in order to walk from the Packhorse towards Steventon you need to cross the road as the pavement ends and continues on the other side of the road. As it is a very fast road this makes the crossing over very difficult. Action – Clerk to contact the County Council.

 

08/38 Reports from District and County Councillors

Cllr Lamont asked if any residents had objections to the proposed waste incinerator that may be built at Sutton Courtenay. No objections have been raised so far and there was a brief discussion about the proposed incinerator.

 

The report from Cllrs Waite and Turner is held on file.

 

Cllr Brown reported that the Pitt report on the July flooding is now complete. It includes the recommendation that there should be a definitive list of all drainage ditches with who is responsible for each one. The County Council has begun work on this but it will be a massive undertaking.

 

Cllr Fraser reported that the VWHDC have a meeting on July 21st to discuss the next stage of Thames Waters plan (including the reservoir) he recommended that the Parish Council send a representation to this meeting.

Cllr Fraser also reported that the Council should take note of the new Corporate manslaughter legislation.

 

08/39 Apologies for Absence

Apologies were received from Cllrs P. Bradbury, K. Sadler and I von Wenden.

 

08/40 Minutes of the Council’s meeting held on 21st May 2008

The minutes were agreed and signed by the Chairman.

 

08/41 Matters arising

a) Community Centre Access - No further progress.

b) Grass cutting and Cemetery hedge – Evergreen have now cut the grass in extra areas. Evergreen have quoted for cutting back the cemetery hedge, it was agreed that once the Clerk has clarified that the price is for both hedges they should go ahead however the Clerk will obtain further quotes when it needs cutting again. Action - Clerk

c) Best Kept Front Garden – District Councillor Waite has agreed to judge this competition. Cllr Jennings will accompany him around Milton Heights and Cllr Liquorish will show him around Rowstock. Someone is needed to accompany him around the village. Action – Clerk to coordinate.

d) Builders Yard, Drayton Rd – the Clerk has reported this matter.

e) Over grown hedge from A34 junction towards the new railway bridge – the Clerk has reported this matter however no action has been taken. Cllr Adderley reported that the fence in this area is also broken. Action – Clerk

f) Playground Areas – the toddler unit at Lambe Ave has now been repaired. The hedge at Lambe Ave is in need of trimming. Action – Clerk

Cllr Jennings reported that the District Council playground at Milton Heights has been damaged and is therefore dangerous, he has reported the matter but it has yet to be repaired.

g) Football Club – no further progress. Action – Cllr Bradbury

08/44 Correspondence received

Cllr Fyfe has read all the correspondence received and pointed out some items of interest. A list is held on file.

VWHDC needs Parish Councillors to sit on the Standards Committee. Cllr Fyfe is to volunteer.

VWHDC have a meeting to discuss the Thames Water Draft Water resources plan consultation on 21st July. Cllrs Fyfe and Liquorish to attend on behalf of the Parish Council.

 

08/45Matters raised by Councillors/Clerk for

a) Inclusion on the agenda by notice to the Clerk

- Cllr Adderley reported that Footpath 12 has become overgrown. Action – Clerk to report.

- The fence at the sportsfield still needs repairing. Action – Clerk to contact Thames Water.

b) Inclusion on the Agenda for the next meeting

- Litter Picking – Rowstock

c) Urgent Action by approval of the meeting

- Cllr Liquorish reported that some Senior Citizens at Rowstock had still not received their Christmas Vouchers. The Clerk agreed to send them. Action – Clerk

 

08/46 Future Meeting

It was agreed that the next meeting of the Council would be held on July 23rd 2008 at Milton Methodist Church Hall commencing at 7.45pm.

 

There being no further business the Chairman declared the meeting closed at 9.30pm.
